Buncombe County Detention Facility – PREA Prison Rape Elimination Act
We at the Buncombe County Sheriff’s Office per PREA Standards 115.54 are committed in the enforcement of zero tolerance of sexual abuse and sexual harassment regarding any sexual abuse and or sexual harassment withing the BCSO facility.
Upon notification the BCSO will at once respond and fully investigate reported allegations, pursue disciplinary actions based upon the outcomes of investigation per PREA Standards, and refer to criminal prosecution of those who committed prohibited conduct.
Detainees are encouraged to report all allegations of sexual abuse and or sexual harassment at once without retaliation by the following:
- Notify the facility PREA Coordinator
- Notify BCSO employees or volunteers, to include medical staff.

BCDF also accepts and will investigate third-party reports (where a detainee’s family member, friend, attorney, or trusted person makes a report on their behalf) as well as reports that are made anonymously. Third-party and anonymous reports may be made:

If you have any information with regard to a detainee who has been sexually abused or harassed at the Buncombe County Detention Facility, you may report on behalf of the detainee by contacting the BCDF PREA Coordinator at 828-250-4503 (M-F 8AM – 5PM) and or write to CO of the PREA Coordinator 20 Davidson Dr., Asheville, NC 28801.
