Buncombe County Detention Facility

The Detention Facility is made up of the main jail facility and a jail annex, which together have a total housing capacity of 524 inmates. Our facility requires 160 staff, working in shifts, to operate in full and to provide food and care for the inmates. We house an average of 430 inmates daily.

All individuals who are charged by local law enforcement agencies in Buncombe County are brought to the detention facility on a pre-trial basis, meaning they will wait for their court date(s) at our facility. Inmates are processed and released 24-hours a day upon instruction of the judicial system.

Major Jill Banks is our Detention Facility Administrator. Captain Jeffrey Littrell and Captain Vivian Bacote along with two Executive Lieutenants, four Shift Lieutenants, and 18 Sergeants help to maintain a standard of safety and cleanliness at the Buncombe County Detention Facility.

PREA information, statistics, and reporting

Effective immediately, the Buncombe County Detention Center will no longer accept any books or packages from Amazon.

Family and Friends can still order and send books to detainees housed in the facility by ordering directly from the publisher or approved vendors, such as https://sureshotbooks.com/.

Packages must be shipped via USPS, FedEx, or UPS only to be accepted.

  • Any mail or contents of mail that are deemed unacceptable will be returned to the sender.
  • Packages will be rejected if they do not comply with the Detainee Handbook and Facility Policies and Procedures. Detainees will be provided with written notification of why something was rejected.
  • Only softcover books will be accepted.
  • All books and magazines being sent to the facility must be new.
  • Any book or magazine that contains sexually explicit material, gang-related content, or instructions for illegal activities (e.g., drug manufacturing, weapon making) will be rejected.
  • Detainees may request up to two magazine subscriptions and may only possess two magazines in their cells at a time. They must return a magazine to receive another. Detainees tearing pictures out of magazines or using them for unintended purposes may have this privilege revoked and face disciplinary action.
  • Detainees may have a newspaper subscription but may only possess one newspaper at a time. The old one must be returned before receiving a new one. Sharing or misuse will result in the subscription being revoked.
  • Only books and magazines mailed correctly will be accepted. All other packages will be rejected.
  • The facility will only accept 6 books at a time per detainee. If the detainee already has six, future books may be rejected.
  • Detainees have the option to donate books back to the facility, have family or friends pick them up, or pay to have them shipped.
  • Detainees must follow the proper procedure for exchanging books to receive new ones. Failure to do so may result in not receiving new books.
  • Detainees who possess more books or magazines than the facility allows will have 14 days from the time of notification to donate, arrange pickup, or ship them. After 14 days, the detainee will be notified that remaining items will be discarded.
